Cumberland County, PA – February 17 — As Pennsylvania launches its first‑ever statewide Housing Action Plan to expand affordable units and address the state’s housing shortage, M28 Ministry (M28) announced today the acquisition of a four‑unit apartment complex that will serve as Esther’s House, a dedicated stable living resource for men and women in recovery. The organization took ownership of the property on February 13, marking a significant milestone in addressing Cumberland County’s critical shortage of safe, recovery‑focused living options.
Addressing a Community Crisis
Stable housing is one of the most significant barriers to successful recovery. Individuals without secure living arrangements are far more likely to relapse, struggle to find employment, and face challenges reconnecting with their families. As communities across Pennsylvania continue to grapple with addiction and housing insecurity, Esther’s House offers a concrete, solutions‑focused response.

Partnership Makes Vision a Reality
The acquisition was made possible by a $416,098 award from the Cumberland County Housing and Redevelopment Authority’s HOME Funding program. This two‑year partnership reflects the county’s commitment to innovative solutions that support both housing stability and long‑term recovery.
Community Support Needed to Complete Project
With the property secured, M28 now turns to the community to help prepare the units for residents. One unit requires full renovation, while the remaining three need essential updates to ensure safety, comfort, and dignity.
Community contributions will directly fund:
- Full renovation of one unit
- Essential repairs and updates to three additional units
- Safety improvements and code compliance
- Furnishings and household essentials for incoming residents

The Impact of M28
For thirteen years, M28 has transformed lives in Cumberland County through discipleship, coaching, and mentorship programs that guide individuals toward lasting sobriety. The organization supports approximately 80 individuals annually and has walked alongside thousands over the years.
Through its House2Home furniture distribution program, M28 has served more than 1,679 families, providing over $1.5 million in support. Sixty‑three percent of participants have celebrated one year or more of sobriety, with an additional ten percent maintaining six months or more.
Esther’s House will expand M28’s capacity by addressing one of the most persistent obstacles to long‑term recovery: housing instability. Residents will have access to stable, affordable living while participating in M28’s recovery programs — creating a holistic path to healing and restoration.
